Rwanda and the European Union Strengthen Partnership Through Rwf67 Billion Agreement
The Government of Rwanda and the European Union (EU) have signed a €40 million (approximately Rwf67 billion) financing agreement aimed at strengthening climate-smart agriculture and improving food security across the country.
The agreement was signed in Kigali on August 4, 2026, by Rwanda's Minister of Finance and Economic Planning, Yusuf Murangwa, and the European Union Ambassador to Rwanda, Belen Calvo Uyarra. It reflects the commitment of both parties to deepen their partnership in promoting sustainable development and supporting Rwanda's efforts to build a resilient agricultural sector.
The funding will support the implementation of the HANGARIBIHE programme over the next five years. The initiative is designed to promote climate-smart agricultural practices, expand irrigation infrastructure, improve the use of quality seeds, strengthen soil and natural resource conservation, enhance agricultural research, and help farmers adapt to the growing impacts of climate change.
Speaking after the signing, Minister Yusuf Murangwa said the agreement would help Rwanda accelerate the transformation of its agricultural sector by increasing productivity while improving the livelihoods of citizens. EU Ambassador Belen Calvo Uyarra reaffirmed the European Union's commitment to supporting Rwanda's sustainable development agenda, particularly in agriculture, environmental protection, and climate resilience.
The agreement further strengthens the long-standing partnership between Rwanda and the European Union, which has supported development initiatives in sectors including agriculture, education, health, governance, and environmental conservation. The new investment is expected to boost agricultural productivity, enhance food security, and reinforce Rwanda's efforts to build a more resilient and sustainable economy.
