Rwanda Cabinet Appoints New Officials Across Several Public Institutions.
Rwanda’s Cabinet has approved a series of new appointments across several public institutions, including the Senate, the Ministries of Justice and Local Government, the Rwanda Food and Drugs Authority (Rwanda FDA), the Rwanda Law Reform Commission (RLRC) and the National Rehabilitation Service.
The appointments were made during a Cabinet meeting held at Village Urugwiro on September 18, 2026, chaired by President Paul Kagame.
At Rwanda FDA, Prof. Raymond Muganga was appointed Director General, replacing Emile Bienvenu, who is facing legal proceedings over alleged involvement in facilitating the production and sale of substandard alcoholic beverages.
Muganga previously served as head of the Laboratory Services Department at Rwanda FDA, a position he had held since 2024.
Cabinet also appointed Pierre Munyampundu to head the Food Department at Rwanda FDA, while Monia Kabandana was named head of the Laboratory Services Department.
The changes also extended to the Ministry of Justice, where Bibiane Umuzayire Burayobera was appointed Permanent Secretary, replacing Théophile Mbonera, who had held the position since 2020.
Before her appointment, Burayobera served as Vice Chairperson of the Rwanda Law Reform Commission (RLRC).
The RLRC also received new leadership. Parfait Izere was appointed Vice Chairperson, while Marie Jeanne Munezero and Samuel Ngirinshuti were appointed Commissioners.
Elsewhere, Olivier Mushimire was appointed Clerk of the Senate, while Jean Pierre Rwagasana was appointed Director General in charge of Corporate Services at the Ministry of Justice.
Chadia Ingabire was appointed Director General in charge of Corporate Services at the Ministry of Local Government.
Charles Munyaneza was appointed Director General of the National Rehabilitation Service.
