Shema Fabrice Case Sent to Prosecution.
The Rwanda Investigation Bureau (RIB) has announced that the case file of Rwanda Football Federation (FERWAFA) President Shema Fabrice has been forwarded to the prosecution.
Shema Fabrice was arrested on August 11, 2026, and is being investigated over allegations of issuing a bounced cheque. He is currently being held at the RIB station in Kicukiro.
Commenting on the case, RIB spokesperson Dr. Murangira B. Thierry said: “His case file was sent to the prosecution yesterday, August 18, 2026, and the investigation is still ongoing.”
Earlier, Dr. Murangira said the allegations against Shema Fabrice are not related to his position as FERWAFA president, but rather to his private business activities.
Law No. 060/2021 of October 14, 2021, governing negotiable instruments, provides that issuing a bounced cheque is a criminal offence. If convicted, an offender may face between two and five years in prison, as well as a fine equivalent to five to ten times the amount written on the cheque.
Further details about Shema Fabrice’s case remain unknown, including the exact amount stated on the cheque, the identity of the person who reported him to the authorities, and other circumstances surrounding the case.
