The Sports and Youth Ministries have been energized by the appointment of new officials.
Today Wednesday, July 15, 2026, His Excellency the President of the Republic of Rwanda Paul Kagame, has appointed new permanent secretaries in the Ministry of Sports and the Ministry of Youth and Arts.
Brave Olivier Ngabo has been appointed as Permanent Secretary in the Ministry of Sports, while Parfait Ishungure has been appointed as Permanent Secretary in the Ministry of Youth and Arts.
Before joining the Ministry of Sports, Brave Olivier Ngabo was the Permanent Secretary in the Ministry of Youth and Arts since December 2024, succeeding Candy Basomingera who was the Permanent Secretary in the Ministry of Sports.
Parfait Ishungure, who replaced Brave Olivier Ngabo as Permanent Secretary in the Ministry of Youth and Arts, became one of the senior officials in the Ministry of Foreign Affairs and International Cooperation.
Brave Olivier Ngabo holds a Doctorate in Management studies (DMS) from Kazian School of Management (KMS) in India and a Master's degree in Marketing from the Rome Business School in Italy.
Parfait Ishungure holds a Master's degree in International Human Rights Law from the University of Nantes in France, and has also received advanced training in public administration from Institut National du Service Public located in Strasbourg, France.
